TSA can never figure out how to put it back together after they inspect luggage. I have now labeled "fold this flap first, then secure with velcro straps". Would recommend the manufacturer make a slight modification to the desire to be more effective. If you expand your bag, the flap will not stay in place. I am very happy with the cover. I bought a large size for my large suitcase and it fit great.
