leg length is 9 inches from the floor to right below frame, 10" including frame.

Could you use this outside? My ceilings are kind of low.

Oh yeah! You can use it anywhere. It's safe for outside and inside too( you don't have to jump you can use your heels to cause a vibration effect for lymphatic cleansing).

Is this water resistant?

Most of the parts are water resistant. However, it is not made to use under any type of water situation for safety and/or against deteriorate by water. It is recommended to wipe any type of water or moisture immediately for safety and using it longer.

How and where do you attach the bar? The instructions are not very clear. It says find the bar with the letter? There are no letters?
