Q: Can this paint be used on fabric??

Yes. With Jo Sonja fabric medium. I have an apron and a tote bag that have been washed several times and they were painted 20 years ago. Colors are richly pigmented so retain their colors for decades. At least.

Not sure. You could try black nail polish then the Jo Sonja, then clear coat to protect it. Might be cool
