Accessory USAAC DC Adapter for Vector 300 amp veco16 Start-IT Compact Jump Start System Power Supply Cord

I purchased this for my Vector jump start, according to the manufacturer this was the correct adapter per spec. I plugged it in and tried charging the jump start for 2 weeks. It indicated that IT WAS CHARGING but never got past 1% of a charge.
