Q: Should this part have any type of liquid inside?

Mine didn't come with any liquid in it. Therefore you will have to bleed the system to get the air bubbles out after you install it.

Q: Does it need a bleeding after replacement?

My guy didn't need to bleed it but it did not come with washers or some may call it gaskets. He lost the old one and used one not meant for this purpose and it kept leaking until I got the correct one. Save they old one just in case.
