Q: Is this good for dry hands?

I don't know if it is good for dry hands, but I don't believe it is bad for them. I haven't experienced any drying or other irritations from this soap.

Q: Is this supposed to be Jelly-like?

It's not jelly like. It shouldn't come out in chunks. Possible that the temperatures are too cold that might cause it to lump. If it does, see if it melts to a viscous solution. The jars and refills I've gotten is close to slime like, thicker and not too runny though.

Q: Is this considered mild pH neutral as to be safe on plastic such as digital piano key? (With dilution)
