I understand your question. I’m 6’1”-230 with decent biceps. The sleeves cover about 2/3rds of my biceps. I own at least 4 of these shirts...love them.

Yes, there is velcro on the shirt models with pocket flaps. FYI, some of these shirt models don't have pocket flaps. These pockets have a center snap button which will prevent things from falling out when bending over.

Q: Does it need to be ironed?

I put it in the ironing machine also known as the clothes dryer. It's pretty much wrinkle-free.
