Q: What purpose does the strap on the back serve?

When you’re traveling with a rolling suitcase you can put your handle thru the strap.

Q: will this bag fit a 15.6 laptop?

No it does not and I will be returning it. The space for the padded laptop area probably fits a 15 inch laptop but not a 15.6. I can't get the laptop into the laptop sleeve.

Q: Is this bag waterproof?

The bottom of the bag is water resistant. so if you put it in a wet floor it will be fine. I doubt that the fabric itself is.

Q: What size tablets fit in the tablet pocket? Will the nearly 13 inch iPad fit?

My 11 inch ipad fit very snugly with its slim case. I don't think a 13 inch one will fit comfortably
