Yes, TM32KL includes the #2MT Arbor

Q: What size of Jacobs taper has this arbor? Can i order one?

As it says in the description this chuck can hold a maximum 1/2 inch shaft (drill bit) and has a MT2 Morse Taper. Your question is not real clear. Jacobs is the type of chucking mechanism that holds the drill. The taper fits into the arbor of the drill press or lathe. There is also MT1 Morse taper and neither will fit the other. So order the correct taper size for your application. MT2 seem to be more the standard taper but check the specifications for your equipment. And yes you can order one if you like.

Q: What is the smallest bit that this chuck will hold?

Although I have not used this chuck to perform a drilling operation with this size bit I was able to hold a number 60 drill bit which according to my chart is .0400" (which is in the neighborhood of 3/64"). Appears that chuck could still hold a smaller bit than that. Hope this helps..

Q: I'm new to turning and my question is.my lathe is the hf lathe with mt2 so this should work fine on that set up tail stock correct?

It will work fine. As stated mt2 (and mt1 for that matter) are industry standards. Tip: When retracting the tail stock to clear the bit, hold onto the chuck. The chuck is just "wedged" in place and could come loose and come out of the tail stock resulting in a mad dash for the off switch.
