Q: can anyone else confirm the noise is only on flash mode? Continous mode is quiet?

When the light is on, regardless of flashing or not, the noise happens. If the light is pulsing, the noise pulses. If the light's steady, the noise is steady.

Q: Can you make this light not strobe? or is that the only setting?

I have used several of these, because THEY ARE AWESOME, they have 4 settings, #1, of course, being OFF, #2 is constant light. (~You do not have to HOLD the button to achieve this setting) #3 is a Strobe Flash (~on off on off on off) that closely follows the flash pattern of your cursor as you type, & #4 is a Strobe Flash that is about twice as fast. So, this is a VERY LONG answer to say "YES!", you do not have to use the strobe options, there is a constant light setting, BUT... please know that you achieve each setting with the same button, so if you accidentally hit the button, it will start strobing, so just click your button 3 times, and repeat "There's no phaze like strobe, there's no phaze like strobe!" Q: Does it have a wall plugin?

Wall plug wont work because the coating requires a higher frequeny. 400 to 2000 Hz.

Q: Is it easy to cut this or do I have to do something to the end once cut?

I don't think you can cut this as it runs on a small battery pack. If you cut it you will cut the wires inside and it will not work.
