Q: Does this have a tongue that is allows you to open the shoe?

It opens like a regular laced shoe. If u want to use the kilties, you have to fold it then, before tying laces, insert lace thru both aligned holes on each side of the kitties, then tie the lace on top of the kitties. I've inserted the extra lacing between the kilties top & bottom parts & it holds pretty good.

Q: What is the protruding disk on the heel of the shoe for?

This tightens the shoe to fit your foot snugly. There are no shoe laces. This is the most comfortable golf shoe ever!
