When not clipped onto fairlead, do the springs in hinges keep it held up out of the winch line securely?

If I mounted this upside down on top of the rear bumper and the tube clamps off to open my tail gate. Would it flip itself back upright ? I

Will this work without installing the winch? I just need a plate holder & would like it over the unused winch hole. Thanks
