Q: Can this be used over the back seats instead of the front?

You May have to adjust the way you use the Bungees but it is theoretically possible. The Front Bungees are sized to fit around the footman loops in the Front o the Jeep, so the length of the Bungees might not be right. If you got your own bungees you should be able to make it work in the rear. Q: Will this fit on a 2016 wrangler jk 4 door?

Hi, The JK mesh top Sunshade for the front seat area will fit either the 2 or 4 door JK Wrangler models... The 4 door Full length shade is for 4 door versions only.

Q: Does it block any rain at all and do you need the header bar on?

Hi, It's not meant to be a rain cover.. it's a mesh screen that filters out the harshness of the sun but still lets light and air through. So it will block some large raindrops from coming directly in, but it is not meant to keep you or your jeep dry. It attaches with bungees to the roll bars on the and the footman loops at the top of the front windshield.
