Q: Are there 1/4 ounce markings?

There is not. It's numbered in whole ounces with a line for each half ounce.

Q: I can't see any markings on the photo in the product page. Are there volume markings and are they in ounces or milliliters?

@Ozrider, I see both. Since I have purchased two applicator bottles, I can tell you that I see ounces on one side and milliliters on another side of the bottle.
