Q: Can it be ued to make skirt? also, can it be dyed?

In my experience the muslin will not necessarily make a good skirt. It wrinkles heavily when washed and not soft enough to hang correctly. I use mine for background material and for making a mock up of my pattern to make sure it fits right.

Q: Has anyone used this for drapes or curtains?

I used it for curtains to hide storage shelves. Easy wash. Press. Hang.

Q: Is this the muslin cloth that is used in skin care also?

I have never heard of muslin used in skin care- sorry- this is for quilting
