Q: Will the 15 mm nozzle work with the 17 mm chasseing, not sure if the 15 mm measurement is inside or outside diameter.

It does, I just made snack stick this past weekend with 17 mm casing. You may not be able to fit as much casing on the tube as you like, which adds a little processing time, but other than that no problem

Q: Is this dishwasher safe?

I would not recommend it. It is a good piece of equipment and the sausage stuffer is primarily made out of aluminum, you want to treat it right, cleans very easily with soap and hot water, dry it thoroughly before storage.
