Q: Vibration is intermittent when touching teeth. Is this by design?

Idn the answer 2 this question bc when I went 2 use mine after fully charging it wud not work and was outside of return policy-it was literally out of the box brand NEW! I am EXTREMELY disappointed that I wasted my $ on such a piece of utter JUNK

Q: Is using a scraping tool better than this tooth cleaner, what is the difference?

The ultrasound waves dislodge the plaque without any scraping required.

Q: How do you change/replace the cleaning head? I can't seem to get mine off

It comes with a tiny wrench. Use that wrench to unscrew/change the attachments.

Q: I live in Israel do I need a converter if I charge it by usb?

I don't know the answer but if you charge it through your computer, I don't think you would need a converter. If you charge it directly from an outlet, I think you would need a converter to prevent damage. I will tell you that it works very well; I was surprised to see the tartar just flake off my dog's teeth.
