Q: Does it come with a hard drive to start recording?

No, but its competitor, The Odyssey, doesn't come with one either. But if you are deciding between the two, the Shogun works with more types of hard drives so the pricing is much better. The Odyssey requires their hard drives and they are much more expensive.

Q: Can you use it by plugging it in to AC power instead of dealing with the batteries?

You certainly can! It comes with an AC adapter and a DTAP adapter as well, if you wanted to use a big battery.

Q: So do you need this to record 4k?

It depends on the camera. The Somy a7S, for example, won't record 4K without an external recorder. The universal benefit is uncompressed 4:2:2 footage at 4K and faster frame rates at the same resolutions.

Q: Magic arm recommendations?

NOT a cheap one. Manfrotto at the minimum
