Yes it's easy to put on once you get the hang of it. Put the right front leg hole on first--that's the part where the jacket is fixed. The rest is velcro. This is the best dog coat ever.

I would go based on chest width. The coat runs a little small so ensuring a good chest fit would be the starting place. The way it is designed a bit of extra length won't interfere with your pup's bathroom activities. Also please be aware that in the description of the item you can read all the sizes at once. I used the description rather than the picture to get the best fit.
