Q: Whom do I contact about replacement parts? One of the frames arrived here overlapping so that it can't be opened.

I would have sent it back and requested a replacement if it arrived damaged.

Q: Is the weight limit of 22lbs the combine weight of 2 animals or is it 22lbs per animal?

According to the seller's answer to another question the 22lb weight limit for the grey one is per container. So 22lbs each for a total of 44lbs max.

Q: Can you disconnect the carriers to put under an airline seat?

I don’t think so. The sides of the crates stay up because they snap around the metal part of the stroller.,if you took them off, they would just be a flat piece of material.
