RGC Ladder Hoist Plywood and Truss Carrier Accessory Only - Classic 200 lb. Hoist

The complete package should weigh 13lbs, but if it comes 10.4lbs, the picture above is what you get. I returned this twice and the last time they didn't bother sending me another one; they just gave my money back. Contacted RGC...waiting on reply. Got response back from RGC. It appears that it is a bait and switch, telling me that that is all that is supose to be in the package; however, the picture sure doesn't depict that, does it!
