Q: What are the inside dimensions, and does it come with pick and pull foam enough to fill the case?

Inside foam is one large piece. Inside dimensions are 14 x 11x 4 inches

Q: Does this item have 2 different compartments (one on each side)? One appears to be padded while the other would be good for documents and laptop.....

I have the 16" x 12" one and its too small, I would get the next size up if I were you (18" x 14'?) The 14" x 10" would be way too small. Inside the top half has wide pockets for documents and paper, also has a pen holder and a pocket with velcro fastener. The bottom is padded, perfect for laptop. I fully recommend, just get the bigger one.
