Yes; the directions in the kit give some examples. We had the same questions but bought the kit anyway believing there's no way to do much organic chemistry without double bonds & we were correct: no problem.

From my son to whom I gave this set as a gift: "Yes, you can do triple bonds".

Q: are the bonds flexible or is the very plastic stiff?

The gray bonds are flexible in order to make double and triple bonds. The black bonds are stiff for easy rotation to change from boat to chair conformations.

Q: does it come with accompanying student solutions manual?

The set includes a small pamphlet that explains how to make a few common structures like the chair form. It also explains which ball represents which atom. However, it does not include a solution manual.
