Just received mine (pebbled black) - they are made in China.

Q: Do the handles fold down flat on the outside of the purse when using shoulder strap? Or do they stay up? Or just flop over sticking out from sides?

Unfortunatly, the handles on my "5-pebbled Pink Pouch Set" bag stick out from the sides when using the shoulder strap. I got mind in January 2021. Perhaps the previous batches or different colors were designed differently, but not the one I got. It certainly does not "stand" up when not in use like all the pictures. And this way, it ruins the whole look. Makes the bag look sloppily designed and unsophisticated.
