What are the differences to pick between the Fluke 117 and the Fluke 115? My intended use would for ham radio and kit-building of electronic kits.

The 117 adds • VoltAlert™ technology for non-contact voltage detection • AutoVolt automatic ac/dc voltage selection Both are handy but not essential. Be aware of none of these 'electrician' Flukes (115/116/117) read milliamps or microamps -- essential for electronics troubleshooting & design work but unnecessary for electrician tech work. That said, when reading current in amps they do seem to read accurate down to around at least 0.010 amps (10 milliamps) or so.

Can this multimeter be used on vehicles for a parasitic load test? I don't want to spend over $400 for the Fluke 88 as it is for personal vehicle use

it has been used on motorbikes for sure. It just needs to be in amp mode. If you're doing parasitic load, then you're focused on DC Amps. The 117 has up to 6, while the 88 has up to 10. I don't see a big issue as you're just doing parasitic, not actual use. If anything actually pulls more than 6, you'll blow the internal fuse and have to replace it, but that's about it. Shouldn't be a problem(I've just tested mine on my car and it works).
