This item requires pcie bifurcation support, right? how can i find a list of motherboards that will do that properly?

Only way to find out is to find a video showcasing the bios settings of the mobo you looking at. otherwise you'll need to just hope it does. But new mobos based on the newer chipsets should support bifurcation. Without that though one m.2 drive can still be used.

will this work in the second x16 slot which only has x8 wiring? Or will it only show the first two in that case?

On a second thought though, the product page does mention support for x8. That might mean that NVMe SSDs would get x2 each... Needs a little research if it makes sense for you at all even if that works, as the speeds of each NVMEs would be limited by the narrow bandwidth. PCIe 3 x2 tops out at 985 MB/s. A Samsung 980 would be throttled at about 2/3 of it's top speed, as that is capable of reaching 3500/3000 MB/s read/write speeds.

Will this work with msi mag z490 tomahawk

As I understand this card only works properly with a Asus motherboard which supports the feature. It may however recognise the card as 1 pcie lane only. It does take up 4 lanes in an Asus board to be able to use the features.
