I generally have a pretty clear tone, but sometimes I'll get some whooshing from my other pedals. Is this something that can fix that?

Yes it works well. I run a pedal board and it cleans up noise without damaging your tone. Just adjust it to your liking

Does this pedal negate amp feedback, or just pickup buzz?

Wouldn't be effective for amp buzz unless decimator was placed in an effects loop on your amp. If not, it will just reduce noise in the rest of your signal chain, including pickups.

What order should the gate be in? i use ts9, um300 pedal and hall of fame reverb pedal with a marshall dsl 40c 40 watt amp. thanks!

I usually put mine after Drive/Dirt pedals, before delay and reverb. But there really isn't any rules you could put it anywhere.
