I have a sporting clay range and most of my solar panels are mounted on the adjustable hardware and sit on the ground and I have no problem with the hardware or panels.

Does it flex at highway speeds?

I bought this for a stationary application and do not expect to drive it at highway speeds however the metal brackets measure .065 thickness and 1/4" hardware is not going to shear at 65-70mph.

WIll the larger rack support a monocrystalline cell measuring 26.38 inches x 58.27 inches x 1.38 inches?

There was a photo on the Amazon sales page for this item and it showed the larger rack support holding a 100 watt panel. The photo did not say it was a 100 watt panel but I work with them a lot in the ham radio community so was able to easily spot it as being a 100 watt panel - you should be good to go. Most everybody has to drill at least 4 mounting holes to secure it to the support arms. Use a center punch, drill a small pilot hole then a bigger hole to match your machine screw size. My guess is #12 should be about right - I have the smaller size unit and #10s were what I used on that unit. My set up has a Genasun IP67 rated controller on the back side of the panel - makes a great neat/compact arrangement (I installed it there). The Genasuns' are pricey but they are water proof, compact and work very good - also sold on Amazon.

Can you use of van roof?

Yes, I think it would work fine for that.
