Is this a splash on liquid or is it like a body lotion?

A splash. With aftershave if it says lotion it's a splash. That body lotion consistency is referred to as balms.

Does this product have alcohol? I don't want dry skin. Also, my skin gets oily easily. Will this for my skin? Thank you!

I believe this has both small amounts of alcohol and oils. I have not found my skin excessively dry or oily after using the product. There is a slight sting upon application to a fresh shave, which dissipates and dries completely quickl, but leaves a pleasant scent.
