On non-porous surfaces like glass or plastic, POSCA paint markers are not permanent unless finished with a clear varnish

What lb paper works best for these markers?

I think most weight papers would work, if you add any water media with it, I would use at least a 90lb paper, or 140 lb

best pen for doll faces?

Doll faces are pretty smooth surfaces, the paint would be very likely to scratch off unless you used a sealant like mr.super clear before and after using the pen on the doll to prepare the surface and then seal the paint in.
