No, it's a thicker vinyl material unlike window tint that's film.

Q: Does the tint impact the lights to effectively light up the roadway

Yes. I have HID lights so it still does light up the road. But not nearly as much with the tint on the headlights.

Q: Is this material see through on one side? Id like to use is as a helemt visor tint and need to make sure user can see through.

It's see-through on both sides. Given the texture of the material (mainly air channels), I would advise against using it to tint anything you need to see through to be safe.
