The keyboard begins to type erratically when the batteries get low, the mouse will run itself all, never doing what you want it to do. how do i activate the keyboard and mouse?

The keyboard and mouse have sync buttons. Once you install the supplied USB stick into the computer, if the keyboard and mouse are not working push the sync button on the back of each.

Csn this be used with a smart tv?

Not sure, but It doesn't have a very good range. I'm only 2 foot from my computer and it fails to respond a lot. I'd find a better one if I was you.
