Does this work with and protect POE+ devices?

Yes. The IEEE let-through rating for this device is 60 volts and the PoE voltage is 48 volts so there will be no problem.

Can this unit be installed between the cable modem and the router to protect the entire network or does it have to be hooked up at the computer?

It should be installed at the first point of entry into the network. If you have a rj45 WAN cable then use it before the modem, if you have a cable modem there are coax versions of the same product. Just be sure it is capable of handling the higher frequencies used by cable internet providers.

How long is the grounding wire? Thanks!

The grounding wire is about 12 inches long. But you can pigtail a piece of grounding wire on it if it is too short, like happened with my application.
