does it come with instructions on how to replace the wheels?

No, but it is fairly simple. Just unscrew the bolt/axle on the existing wheels, slide them out and reverse the process with the new wheels. It took about 10-15 minutes total for us, and that was mostly because the scooter is old and the bolt was a little rusty. The wheels work great, and still light up after many months of use.

Will they fit razor A2 or A3 scooter?

Will these wheels fit on the back of a Boom Skootz scooter? It has a double wheel in the back and those are the ones that need to be replaced.

Sorry, I'm not sure. Measure the diameter and compare with yours. I'd guess they'd fit, and you could order them, and return them if they don't fit.
