What is the best way to cut the wire?

Because this 304 stainless steel wire rope is composed of 7*7, 49 thin stainless steel wire ropes, ordinary pliers or scissors are difficult to cut short. Your best choice is to use Cable Cutter.

Can the screws and plugs be used to secure to a brick wall?

Go to your local hardware store. This kit is great but if you want something more sturdy. You'll need to get some brackets for concrete.

Can this be mounted to a vinyl fence on one side..? Or perpaps wrap the wore around the top of the fence post?

The kit comes with metal piece that you screw in first on both sides. The rest of the hardware is hooked on to these two pieces on each end. You can screw into the by vinyl fence posts for sure but I worry that the screws would eventually wear away the vinyl from the tension and become loose. It might be more secure if you used nuts and bolts instead of screws. I know the inside of the vinyl posts are hallow. You can remove the post caps, and use nuts and bolts to secure the metal pieces, or you can put a piece of wood on the inside of the posts and screw into that. I hope that makes sense. I’ve actually done this exact thing except I screwed into metal fence posts. I removed the post cap and bolted it from the inside.
