Is this dishwasher safe (top-rack)?

No, the funnel and funnel cover should not be used in the dishwasher. We recommend hand washing only with warm soapy water and allowing to dry completely before using.

Can the “funnel and cover” parts be put in a sanitizer and dryer? And Are they dishwasher safe?

I would just clean with hot water and soak and scrub by hand. Some of the parts are thin and flimsy inside I’d be worried the steam could warp them

It is actually top rack dishwasher safe. And you can steam sterilize. The reason being is that to much heat can warp it. If the happens you won't be able to properly fit it into your machine.
