Is the Internal Cable Stainless steel?

I'm not sure if it's stainless or galvanized but we have had it on the car for about a year and there is no signs of rust. For the price you can't go wrong

Can the federal be removed to shorten the braided cable housing

Absolutely! Just slide the cable out, remove the ferrule, wrap tape at the place you need to cut (to prevent fraying, make your cut, leaving a bit of the tape on the end. Carefully slide the ferrule over the freshly cut end. All done!

Will it fit a 04 ford mustang 3.9 l?

Sorry, I don't know. I bought this for a Chevy LS swap in a Volvo 240 and it worked fine me.
