Can these be used on fabric?

I doubt it would work on fabric. These are just regular erasers in stick form. Perhaps if the fabric was tough and would not wear through…..

Does this erase regular pencil mistakes or is it just for charcoal?

It can be used for pencil... usually it is used for brightening spots in shading. It can erase mistakes, but it it an abrasive rougher eraser than the usual pink pearl type eraser, and it will rip or tear the paper more easily, so you need to be a tad more careful when using it.
