Can you fill the sides with sand to keep a toddler from tipping it over?

I don’t think so. The sides are not hollow. We did not have any problem with him tipping it over.

Do you have to take it completely apart to pack away?

We don’t pack it away, it doesn’t take up a lot of space and our grandson plays in his playroom every day. There is assembly when it arrives, so I would assume if you want to put it back in the box you would have to dismantle it.

Can you keep this outside in the summertime?Looking to buy this for my little grandson that will be turning 1 soon,something for outside to play with.
