Would this look good on a bike frame like would it be that traditional Matt look

It looks great, the gloss looks cheap, and the flat doesn’t dry even, I use this on Jeep bumpers, steps, grill guards, it drys very even and looks great

Can I use this to paint a terra-cotta plant pot?

I don't see why not, it's automotive paint. It is a matte paint.
