Nether. Any movement in the control joint will crack the filler and/or the finish. I would install the epoxy finish then fill the control joint cuts with a flexible caulk.

Q: You suggested not to use this on a wall but the item is called “wall surface repair” so can you explain.

I purchase the concrete surface repair kit. If its concrete you can use this product. Do not use this on drywall. This product is designed specifically for concrete crack repair.

Q: Instead of painting, can a dye be added to it while mixing?

For the amount of pre work need for this product to work and cure property, I wouldn't mess with additional mixtures. If really needing to die it a different color tone I could contact the manufacturer directly. Good luck
