Does this watch have military time capabilities?

Yes it does...you choose between 12 and 24 hour format. Ive had it now for about three weeks and am very happy with it and that's coming from someone who has only worn Casio for over 25 years and have owned all the expensive models all the way up to the new $1000.00 Frogman. Finally, I can see the time again.
