What are the measurements to the base? if it's truly 2 x 2.2 x 1.5 inches, then it won't fit the ez pass flex that i have that measures 4"x 2.5".

Yes it will work on the E-ZPass Flex with the HOV switch on the front as seen in the photos. This holder is designed to fit all EZPass models, and is compact so it can be hidden behind the EZPass and tucked behind rearview mirror so it does not unnecessarily block your driving view. The two suction cups make it sturdy and holds it firm in place as you slide the HOV switch on or off. If your EZPass is missing the adhesive strips, you can order our EZ Pass-Mate (search for ASIN B071NG462Y) which is a similar model but comes with 4 adhesive strips, two already attached to the holder, and two extra for your toll pass to use on.

If the question is how to use it, simply line up the strips on the toll pass with the strips on the EZ Pass-Mate and push to lock them together. Strips are already installed for you. Once locked, install on windshield using the installed suction cups.
