My 1971 CJ5 front bumper is 4" wide x 54" long . With the brackets fit ?

Yes. The brackets can be bolted on vertically or horizontally. Be sure that whatever it's bolted to can support the weight of the jack.

Can this be used to mount to the tailgate (to the right of the spare tire) on a Jeep Wrangler tj?

Yes, You can mount it virtually anywhere there is enough room to fit the hijack. It will require drilling holes to mount to the vehicle. I used these on the hood of my YJ. Just line it up to where you want it positioned and mark the holes to drill out. Took about 15-30 minutes to install. Very easy.

How wide is each bracket?

2.5"w X 6.75"l X 3.25"h Bolt hole slots are 1.75" center to center

Is the top of bracket 3 1/2 in or is the top of mounting bolt 3 1/2 ?

The bracket is 6 3/4 inch wide where it bolts to the bumper and 2 1/4 inch wide where it bolts to the jack. The height on the bracket it 2 1/2 inches. I don't see any dimension of 3 1/2 inch so I guess I don't understand. You are not talking about the same bracket that I bought.
