How do I attach this sling to my Ruger Mini 14????

I believe the Mini 14 has 1" sling rings front and rear. The sling would attach directly to those rings. Check with Magpul first as this sling material is 1 1/4" wide and might not fit your factory sling rings.

Does this have the quick adjust tab to grab?

Yes but it is a buckle, not a tab per se but operates the same as the tab
