Are these rechargeable? They are classified as such, but I don't see any indication that they are.

Don't remember using this battery but in dealing with batteries if it doesn't say rechargeable don't try recharging or speak to the manufacture hope this help you

I don’t know what the One Touch ultra mini is. I use these batteries for my golf range finder and they work really well.

What is the actual best by date?

I believe it is 03-2023. This is the only number on the packaging that resembles a date.
