Can this product be used over polyurethane?

I don't think it can be used over polyurethane as it is made only for direct application to wood.

Can this be used on a teak shower seat that gets wet?

Yes. Watco Teak oil + stain is good for interior and exterior projects. Here are some key features: - Offers superior protection for dense woods such as teak, mahogany, and rosewood - Penetrates and protects for an outstanding UV and moisture-resistant finish - Can be applied by wiping, brushing, or spraying for easy application - Great for marine use above the waterline - Self-settling consistency leaves no brush strokes behind - Covers up to 100 square feet per quart - Made in the USA

Is it recommended or necessary to vanish/seal cote over the top of this product?

I did not need to varnish or seal this after using this product. It works very well.
