Is it 4 pin to 3 pin?

All 3 connectors are 4 pin which is best so they're compatible with both 3 and 4 pin.

Can i split a splitter? I have one motheboard chasis connecfor and the case has 3 fans that cab be connected that way

Theoretically probably but you can also get 3 headed splitters if you only have on connect and 3 fans. Not sure if that answers your question or not. You can extend a splitter I know, so I would assume you could split a splitter if you needed to, although I have never done so so I can't 100% confirm.

Can I still control the speed of the fan if i plug 2 fans on it?

You will need to add a multi fan controller to your build. A good one is the Thermaltake Commander F6 RGB. It comes with 6 temperature sensors and 6 fan hookups.

Can I put this item in a fan hub repeater

These do what they‘re supposed to. I had more fans in the back of the case than there are connections on the motherboard. These adapters fixed that. Seems like they’re well made and they work OK.
