If left plugged in amd sitting on the basement floor will it automatically start pumping when it senses water over 1/16" deep?

Yes. IF you get the automatic one. There are 2 choices. I have both. The non-auto one gets rid of water down to 1/16 of an inch. The auto one only kicks in when there is at least a half inch of water to activate the float and also kicks out once it has pumped it down to 1/4 inch. I use them both in my basement.

Is this pump fairly quiet?

Very as it stopped working the first time I used it. On way back.

how much water does it need to start ?

We used it to clean up puddles of 1/4 inch.. doesn't take much for the pump to start it's suctioning..

Is this pump sensitive to temperature and if so what is the safe temp range of water to flow through it?

I used it to pump out water in my in ground swimming pool this winter. The water temp was just above freezing and the pump worked great.
