Tools do not fit into a victorinox spartan corkscrew. this is a 91mm knife listed on the tools packaging as a supported model. defective tools?

If your Spartan is an older version, these will not fit. If your Spartan is new(er), then either the mini tools are defective or your corkscrew is bent.

Can they be cut and used in the pin compartment?

Not sure what "Pin Compartment" you're referring to. If you cut the plastic ends off you wouldn't have anything to grab & torque. These are meant to thread into the corkscrew - only 1 can be stored there at a time
